In plain English
Toto Finance Inc., a U.S. company, is asking the Cardano treasury for a one-time ₳22,000,000 to buy physical copper (COMEX Grade 1 cathodes held in a U.S. warehouse) and issue a token, CuTT, where one token represents one verified pound of copper.
According to the proposal, ₳14,724,409 (66.93%) buys copper. The rest covers Toto Finance technology and project management (₳2,640,000), external operations and assurance (up to ₳3,533,859), execution (₳441,732) and independent administration (₳660,000).
The plan is to hold the copper for 18–24 months, then sell it and return 100% of the net sale proceeds, plus any unused budget, to the treasury by month 36. The proposal itself states that the original ADA amount is not guaranteed to come back.
The proposal says a qualified independent oversight provider is still to be appointed (a U.S. PwC member firm is preferred but not engaged). The canonical token is minted on Ethereum, with a bridged representation on Cardano.
Who it affects
- The Cardano treasury: ₳22M would leave it now, and whatever the copper sells for (after costs) would come back later. That could be more or less than ₳22M.
- Toto Finance Inc., which receives the funds and runs the program.
- DReps and the Constitutional Committee, who decide it. SPOs do not vote on treasury withdrawals.
- ADA holders indirectly, through how treasury funds are used.
Where the vote stands
Snapshot: Koios, Oct 26, 2026, 13:01 UTC, epoch 663, block 14,118,605
| Voting body | Yes | No | Abstain | Yes % of stake |
|---|---|---|---|---|
| DReps | 3 | 62 | 2 | 0.33% |
| SPOs | Not applicable SPOs do not vote on treasury withdrawals. | |||
| Constitutional Committee | 0 / 7 | 2 / 7 | 0 / 7 | — |
Yes is 0.33% of DRep voting stake when delegated stake that hasn't voted counts as No (the CIP-1694 rule). Among DReps who voted Yes or No, Yes is about 1.2% of stake (₳16.76M yes vs ₳1,400.81M no).
2 of 7 Constitutional Committee members have voted No (a CC No means they judge the action unconstitutional).
Counts are votes cast; percentages are stake-weighted, per CIP-1694.
What it needs to pass
- DReps: Yes must reach at least 67% of active DRep voting stake. Delegated stake whose DRep hasn't voted counts as No; Abstain votes and the Always Abstain option are left out.
- Constitutional Committee: at least two-thirds of the voting committee members must vote Yes (the committee currently has 7 members).
- SPOs: no vote on this action type.
- The withdrawal must also fit the Cardano Constitution's treasury guardrails, such as the net change limit.
- If it reaches both thresholds at an epoch boundary, it is ratified and paid out at the next boundary. If it hasn't by the start of epoch 668 (Nov 15, 2026, 21:44 UTC), it expires and the ₳100,000 deposit is returned.
Arguments for / against
We don't take sides. These are verbatim excerpts from published vote rationales and the proposal document. Follow the links to read them in full.
The case for
“Tokenization of real-world assets (RWAs) offers Cardano an opportunity to connect blockchain infrastructure with the physical economy.”
“This is also a time-limited capital allocation, not an indefinite subsidy: approximately 66.93% of the withdrawal acquires physical copper, with the balance funding disclosed technology, custody, assurance, execution and oversight; all realized net copper-sale proceeds and unused or unearned budgets must be returned by month 36.”
“The intended outcomes include independently attested backing, accessible reserve dashboards, Cardano asset and developer integrations, verifiable financial disclosures and a documented approach that may inform future commodity tokenization projects.”
The case against
“This action takes 22 million ada from the treasury, two thirds of it for copper held by one company, sends it to an address one key controls, issues the token on Ethereum, and by the proposer's own figures needs copper to rise about 49 percent to return what it takes.”
“We believe the Cardano Treasury should fund the development of the Cardano ecosystem, which intrinsically drives long-term ADA value, rather than speculating on external assets disconnected from the ecosystem”
“This is a business/financial venture and should be financed by risk capital, not public monies.”
“Since the auditing firm and partnership have not yet been finalized, the management risk associated with a single private-sector company appears to be significant.”
“Wrong timing, that's all. I would have supported Strike's 9M ADA request for providing protocol liquidity, and I believe this copper initiative has merit as well.”
Both Yes votes so far were cast without a published rationale, so the case for comes from the proposal document itself. Several No rationales say they support tokenizing real-world assets in principle. If a Yes rationale is published, we'll add it.
